You did read it correctly. Carnival Glass was made in Norway. If you don’t already have our Scandinavian e-books then this may be surprising.
This is the first reported example of Norwegian Carnival Glass. It is a rare marigold boat-shaped jardinière.
We have to thank John Hodgson for the discovery of this item, which is impressed with the maker’s name - Høvik. John identified that Høvik was a Norwegian company, and he even found the original name for the pattern - Ingeborg - in a 1916 catalogue, shown above.
